Mend Yard Machines 14.5 Mower Inch Deck

How can I fix my 14.5 Yard Machine mower?

I have a 14.5 yard machine with a 42 inch deck. first problem is it does not want to move up hill that well like something is slipping. The second problem was it seem to be missing and then just quit and now it won,t even turn over . Has gas and the oil level is fine. Are these to problems possibly related and what should I do ?
