Mend Paloma PH5 3F Water Heater

problems with paloma ph5 3 f water heater?

I have an aggressive subsidiary pilot blue flame, the standing pilot will not stay lit and 'flickers' like 'phut phut'. I have replaced the thermocouple but still the same problem. any ideas?
