Mend Fagor Artic 2000 Unit Not Blowing

room ac unit not blowing cold?

my fagor artic 2000 portable room ac is only blowing warm air i have taken off covers and find the cold condenser is only getting cold at the top . does it need refill ? it is new to me and i believe has not been used for a while , what about turning upside down ??!!!!!!!
