briggs & stratton 10a902 2286?

i was trying to star my mower today and i pulled on it 4 or 5 times then it was stuck i took the houseing off and checked the pully and spring and all was fine so i put it all back on and tried it again and nothing it just wont turn well maybe alittle but that's only if i use a socket wrench to turn it my self and even thats hard to do in both dierections please help if u can

yeah it's doing what it's supposed to do and i also replaced the flywheel key and it's still doing the same thing please please help!!

Check to see that the flywheel brake is releasing when the safety bail is pulled. Is the cable attached?
