Mend Qualcast 35 Lawn Mower Blade Petrol

How can I get my scarifier to work?

I have a Qualcast 35 petrol driven lawn mower. I have changed the blade cassette for the scarifier cassette. It's sitting in the space correctly with all cogs touching. However, when I pull start the mower and engage gear the scarifier cog doesn't turn. Why?
