This is not an uncommon fault, Firstly if the belt is sticking or rather the drum is not turning freely by hand do not attempt to even switch the dryer on as you may do damage to the motor. You must check that the V belt has been positioned correctly around the drum and through the Jockey wheels. The best way to explain this is if you were to stand in front of the dryer say with the front removed(Don't remove it i am only demonstrating) you would see the jockey pulley's splayed out in the shape of a "V" you would see at the centre of that V your motor shaft where the belt connects onto. Now if you imagine the belt around the drum it forms into a v shape as it passes down between the jockey pulley's and connects onto the splined shaft of the motor. DO NOT ATTEMPT TO WORK ON ANY ELECTRICAL APPLIANCE UNLESS IT IS UNPLUGGED FROM THE ELECTRICS FIRST.
The only other thing i can suggest to you is, If you have fitted the belt correctly between the pulley's and the above is not the answer. All i can suggest is that you remove the belt and turn the drum, make sure that the drum is not allowed to drop and that it has been kept in position. Turn the drum to make sure that it is free, If that's ok next check the Jockey wheels themselves, Make sure that they spin freely and that they are not worn or broken. If this is ok have you made sure you have the correct belt? I have had instances where i have been sold the wrong belt and the belt has been far too tight around the pulley's, you must make sure that this belt is not overtight otherwise damage to the jockey wheels or even the motor bearing will happen.
