i have windows vista and i use windows mail. i can receive email but cannot?

I have Windows Vista and I use Windows Mail. I can receive email but cannot send email. How can i fix this problem?

to be honest bin windows vista and upgrade to windows 7. Only reason as vista is crap and should have not been released
