Saunier thelia 23 boiler not igniting?

I have a fault on the boiler, Everything seems to work but it will not ignite. I have checked the voltage to the solenoid on gas Valve and it reads 9v on demand and not enough to open the valve. I am guessing that it should be 24v.
Am i right in assuming thr fault is on the pcb.
Can anyone help to identify the suspect component on the board.
