Hi, assuming all petrol pipes are correctly attached to the carb from the tap, sounds like your carb is flooding badly.The "waste pipe" is the overflow where fuel pi**es out when the carb floods. Remove float bowl & check the floats are not full of fuel, check floats pivot nicely, check float needle for a groove around its tip, if it has it needs replacing, rubber tipped ones are good, check for muck or damage in the needle valve, that's the brass seat the needle sits in and shuts the fuel off when the floats rise to a certain level, this level should also be checked.
