how can i fix my icon 23t boiler?

hi; I have a icon 23t boiler that weather it be hot water or the heating on, it fires up for 7-10 seconds then shuts down, but as soon as it shuts down it will fire up again and it will keep doing this untill you turn it off. Please does anyone have any ideas.
