vokera compact 28?

i have recently had a new heat exchanger fitted. the hot water is not as hot as it was before and now the radiators are not heating up. i shut off all the valves appart from 1, heated fine. repeated this procedure throughout the house and all worked fine untill i opened all the valves again. any ideas please.
