how to fix vokera linear 24 boiler?

i keep getting red light flashing 03 , i know its something to do with getting air to ignite because when i turn on hot water with the combustor cover corner slightly open it ignites and stops on , but when i have the cover sealed up , it goes straight to red light , maybe a blocked air inlet or something if it has one . waiting in vain , dave
