Mend Renault Clio Mk2 Battery Fault Jump Start

is this a known fault?

My 52 plate clio wont start. it seems like a dead battery but i tried to jump strart it but with no joy. I have heard that there is a wiring fault that can cause this. Is that true and if so how do I fix it?
