Renault Megane won't start - electrics working?

Hi My Renault Megane has broken down, i checked the electrics - wind screen wipers, music, electric windows - all work..

when i turn the key to start the engine, it doesn't make any noise.. does this mean that the engine's gone.. someone mentioned that the start up motor doesn't work, how much will this cost to fix?
