Mend Renault Megane Problem Turn Heater

99 Reg Megan Electrics?

I have a 99 Renualt Megan which has developed a bezar problem If I turn on the heater blower the windscreen wipers start however if I operate the the winscreen wiper stalk they stop its some sort of electrical problem can anybody tell me are they interlinked by fuse 19 maybe????
