Won't turn on after vacation?

My 12-year-old Sony Trinitron KV-32S10 (manufactured June 1994) wouldn't turn on after I got back from 5-day vacation. Nothing turns on on it at all. Not even the power light. It arcs really bad when you plug it in, but only for a second, then when you plug it right back in, it doesn't, if you wait a while, it'll arc again. I just want to know if is toast and I need to buy a new tv, or if something fixable.
