Mend Toshiba 30 inch Picture Lines

How can I fix my TV?

I am having trouble with my TV's color. The middle is fine but on the right side of the picture it is green and on the left it is blue. Sometimes it makes a ringing sound and the pictures has lines through it. It is a toshiba 30 inch. Please help

Possibly a faulty positor, part of the automatic degaussing circuit, adjacent to the mains input. If it is, it will be an inexpensive repair (or should be).
