Mend Honda IZY Bit Turn Tap

Honda IZY will not start?

The only way I can get my IZY to tick over is by not having the fuel on and with no choke ! It will then tick over coughing a bit but as soon as I either put the choke on or turn on the fuel tap it cuts out...

Any suggestions
