Mend Honda HR214 Main Pull Start

is the main shaft on my honda hr214 supposed to have any vertical movement?

this is the shaft that has the pull start on top and cutting blade at bottom, mine moves up and down when i try to move it, is there a bearing in there and can it be replaced and at what cost? thank you.
