i'm looking to repair the engine?

Hi,

Hope i have picked the right heading, here goes, i have purchased a 20'boat(norman conquer),the engine is a outboard 2cyl, 20 Evinrude,i'm looking for a manual for the engine but don't know which one is more suited, as i don't know what year the engine is.

There are some numbers on a tag on the swivel part of the engine,207B632, underneath that set is H10245, any ideas of year and manual is most appreciated,i'm in dark waters here as what to do,i have googled,but it is very confusing.

The main problem is the pull-rope is not pulling,so i cannot start the engine.
