Mend Heatline Hot Water Flow Problem

hot water flow problem?

have heatline s 24 and when the hot water is on the flow rate is very poor have checked the inlet filter and heat exchange no probs but it is as if ther is a blokage.the only thing i can think of is the diverter valve any ideas?

slow pump, Limescale in heat exchanger, \sludge in system take a small magnet (fridge) and see if it stiks to the horizontal 22 mm pipes near the cylinder. if it sticks = magnetite sludge. set pump to speed 3. feel rads, if coller at the bottom, than the top, sludge or air.
