Mend Veritas 8 Flashes Time

power light flashes all the time on veritas 8 model?

the power light flashes constantly on the keypad and the alarm will not set but just keeps bleeping . can't find manual ! can anyone offer advice. i wondered if it is the battery that needs changing ?
