Mend Lervia KH 4000 Sewing Machine Thread Repair

won't pick up lower thread...Lervia KH 4000 (victoria 857)?

I have tried everything. The lower thread broke (it got tangled) I went to set it all bak up again and now it wont pick up.
I have tried putting the bobin in about 100 times, i have tried lighter thread, I have oiled and cleaned it....HELP!!
