Mend Hoover Vision HD 8kg Tumble Dryer Heat Element Switches

hoover drier heat element not working?

Hoover vision HD 8kg dryer heating element is not working.
Ive had a look at the element which looks quite good there are two round sort of switches on the element with two wires going to both,when its just turned on the all are live,but when you turn the switch on the front of the machine only three are live.
can you help.
