Mend Hoover 5030d Drive Belt Remove

How do I tighten the drive belt on a hoover 5030d?

My dryer won't turn with a full load so I have to remove a few items and then after a few minutes I am able to put them back in again. I think the belt needs to be adjusted. How do I do this?
