the fly screws between the cistern and the toilet have rusted ?

if you want to seperate cistern from pan spray fly screws with vinegar & leave overnight, in morning get pair of pliers or plumbers grips. waddle slowly.

If you are doing it just to change your toilet, turn cold water mains off/flush toilet/un-couple waste & mains pipe/undo screws on cistern inside/undo pan screws at base then you can foget about first section.
