Mend Toro 3521 Spark Plug Choke

Toro 3521 snow thrower. carburator fix?

I have a toro 3521 snow thrower. I put in a new carb. kit and spark plug. I can get it to run but I have the choke closed (the wing closes in the opening?).
What do I need to adjust so that it will run with the choke open or which setting should the choke be at?
