Mend Mountfield Vantage 35 Carb Coil Spark Plug

My Vantage 35 mower is hunting whilst running?

My Vantage 35 mower is hunting whilst running, I have cleaned the carb numerous times and adjusted the choke linkage to increase the running speed, cleaned all terminals on the coil and flywheel, and replaced the spark plug but the linkage is still bouncing whilst running, is there anything else I should be looking for?

That was my original thought but the carb is a float type with no diaphragm, I have cleaned the jets and all linkages but the governor is still bouncing about.

Any ideas please?
