What is wrong with my engine & how do I fix it?

What is wrong with and how do I fix my Tecumseh 5 HP, LH195SA-67419 engine (snowblower). It won't start unless I put gas into the engine ... then it will run roughly and burns gas with heavy gas smell. I have cleaned gas line, gas float container, new spark. Help!
