Mend HP 3500 Ink Cleaning

Cleaning the dried ink?

I have an older HP plotter a 3500. I left the ink cartirdges in without use for a long period, the black one must have dried in the carriage and it will not initiate. Can I clean this myself or do I need to have it serviced? Thanks
