1996 vw polo idle problem?

Hi, 1996 1.4 polo, on a cold start the car will not idle, it just dies! no fault codes stored and output from coolant temp sensor is spot on from info from autodata, when it is up to normal operating temp the idle hunts from 850 to 400rpm
