Mend Dell Pc Going

PC XP HOME FIREWALL IS sWICHED OFF AT sTARTUP?

Quite often, when I switch on this Dell PC, I get a warning that the Firewall is switched off?

Whats going on? This is when it is already connected to the internet.

I get this on my Dell. When I check my security it's all OK. I think it's just a few seconds delay in the firewall loading up.
I don't have anything in my startup file, so maybe I should put it in there. You could check to see if it is in your startup.
