why ? has pressure drop`d in vessel ? needs to around 1bar.
You wll have to drain boiler, open pressure releaf valve (this must be kept open) on tank you will find pressure filling point same as valve on car tyre, attatch car foot pump , pump up to 1 bar (14psi)

use a foot pump with gauge connect to vessel and pump up to 1.5bar dont forget to dump the boiler pressure before u do this
