This machine should be fitted with an induction motor, which does not have any brushes. From the symptoms you describe, it sounds like the "motor start" capacitor has failed. This can be found bolted to the chassis inside the machine. It will be a metal or plastic tube about 75mm long by 30mm dia with wires connected to one end. There will be a rating marked on the outside of it, something like "8.4uF 250v". Write it down, and either search on ebay for "motor capacitor" and find the rating you need, or go to any domestic appliance spares shop with the details and ask for one. If you are ok with electrics, unplug it at the mains and replace it, wiring like for like. There should only be two wires and two terminals for them to go to.
