FIAT PUNTO HEADER TANK CAP?

HI...DOES ANYONE KNOW IF THE CAP ON MY FIAT PUNTO RADIATOR HEADER TANK SHOULD BE WATER TIGHT, WHEN I SWITCH OFF THE ENGINE I CAN HEAR AIR COMING OUT OF IT??????
