Mend Sears 917259521 Disengage Mower Blade

How do I disengage my mower blade?

I changed my belts on my Sears model 917259521 riding mower. Now the blade will not disengage. The lever works ok above and below but seem to be very easy to work. Have I missed something when I reinstalled the deck.
