Mend Peugeot 406 Rear Brakes Not

why are the rear brakes on my peugeot 406 not working. ?

I took my 406 for MOT and it failed on the rear brake efficiency. The pads and discs are not bad but I have fitted new pads and the efficiency is still not good. Can the load sensor be faulty?

if it has a compensator fitted it could be that siezed up.

The pistons are quite free and the sliders are free. You can turn the wheels when the pedal is pressed.

are the pistons free in the calipers? or are they siezed? do wheels turn by hand when brakes pressed?
