Mend Hoover TC650 Tc650 Not Working

hoover tc650 not working?

I was given hoover tc650 but when switched on, it heats up but after few minutes it clangs and bangs, then trips all my electric. I removed the filter section above the water container, the rubber stripping seems to come away at the bottom end. Do you think this may be the problem, if so is it fixable?????????
