Mend Working Water Pipe

Outside tap has stopped working?

The outside tap has stopped working. Have taken tap off the wall and unscrewed it from the pipe...didn't get wet so water isn't coming through the pipe with enough pressure. Water isolation tap is off inside under the sink allowing water to come through...kitchen sink tap works...any ideas?

The double check valve may be blocked and require cleaning out. The Isolating valve may have become seized and may appear on but is seized in the off position. Check all fittings on the pipeline to the outside tap.
