how can i clear blockage between tank in roof and hot water cylinder?

it could be scale build up in the bottom of the cylinder stopping the water from entering

turn on your hot tap, and place a hose down the inlet inside the tank then turn on the cold tap that the hose is connected to. if this dosen't shift it it may be the gate valve half way down the pipe in the airing cupboard may have broke and blocking pipe.
