Do you mean the recoil, or the centrifugal clutch ? The clutch assembly is screwed onto the main engine shaft. There is an arrow on it in the direction to unscrew marked 'OFF'. Hold the shaft in a vice, and gently tap the cluth assembly (not the moving parts) to loosen it. It will help to apply some WD40 to the shaft first.
