Haier Dehumidifyer?

Unit Runs but makes no water. Humidistat turned up to Dry Dry. Evap coil running at room temp to the touch. At bottom of coil I can feel a very small cold spot right at the bottom of the coil. Is this unit out of refrigerant charge? Is it worth making the repair? The unit is about 5 years old and in great condition otherwise. just not sure it is worth the $$ to fix. May be better just to replace for $200 or less. ??
