Philips 32" Television Mod.32PW9576/05R?

T.V. will not switch on at times.Shows flashing Red L.E.D. at front.When repeatedly switched on and off eventually shows Green L.E.D and comes on as normal.
Can anyone help with advice as to possible fault and how to fix.
