How can I get my hot water to work?

I have a Halsted Finest Boiler. Burner fires up fine for the heating but will not fire up when the hot water tap is turned on. Engineer suggested replacing the PCB board which I have done, but the problem remains.
Anyone got any ideas? Please.....
