your hot water is pre set If your boilers is a vokera 25 its 9.9 lt per min if its a 29 vokera it 12 lt per min

Vokera's have a throttle under the boiler on the cold water supply. It looks like a tap, open this but not too much.

If you mean Flow rate, this is controlled by the performance of your incomming water main, make sure ALL Stop Cocks are fully open, if the hot taps are flowing much slower than the cold ones, this may indicate a scaled hot water heat exchanger (plate)
