Mend Maytag SAV-4HD Series Washing Machine Model

What holds the agitator in place?

I have a Maytag Legacy Series washing machine, model # SAV-4HD. The problem I have is that the upper part of the agitator gets pushed up and disengages with the lower part of the agitator and then it just sits there. This results in the clothes not being agitated fully. How is this supposed to stay in place?

The aggitator should be held down with a 1/2" ss bolt in the center of the aggitator under the softner dispensor cap.
