royobi 410R squeaks when you push the push bulb ?

The cultivator won't start. the push bulb squeaks when it is pushed and fuel does not fill the bulb. Is the diaphram ruptured? Fuel is not flowing to the carb. It starts when fuel is introduced directly into the carb
