Try turning down the domestic hot water temperature control, is it regulating on that?. If so could be your hot water microswitch is kaput, much cheaper and easier to replace than a thermistor and PCB :-\

(What happens: Boiler thinks there is permanent domestic hot water demand, but three port valve routes it round the radiators, another clue is that the radiators stay on in summer mode, they should only come on in winter mode).
