Old Hoover Ecologic 1300 not spinning fast enough?

could be the counterweight fixing bolts have loosened, the drum spider has worked loose ( on inner drum) or a suspension spring fault .alternatively it may be a motor control fault. if carbon brushes at fault, unlikely motor would turn at all. balance spin control switch may be cutting out motor when machine speeds up if there is a drum/ suspension fault
