Mend Renault Megane Starting Engine Turn

renault megane 2004?

intermittent starting problem, engine wont turn over and engine fan comes on. Its a real nuisance, the only way it will start is if towed. Is happening approx every 4 weeks. Changed the starter, hope you can help
